Movable and shortcut navigable tabs

Hi community, as usual Hiep surprising us with nice improvements.

Developed by Hiep Lq and sponsored by Andy Conn ( a big thanks! ) the ticket IDEMPIERE-3426 implemented improvements to the tab behavior.

This is already committed in development branch and deployed to https://test.idempiere.org/webui/ for community tests.

Improvements:

- Tabs can be dragged and dropped in a different position - very useful when you have many tabs open

- Zooming and accounting tabs (when pushing the Post button) are always opened at the right side of the current tab

- tabs are now shortcut navigable using Alt-PgUp and Alt-PgDn

We appreciate all tests and feedback.

Thanks for sharing.

- 1. test ok

- 2. test ok

- 3. test with a little bug

   3.1 open a window ( ie sales order , no cursor viewed )

   3.2 ALT pressed , the cursor focus on org field and a list was pull down. (Any list box works like this as well)

   3.3 follow PgDn pressed , tab works great and HOME focus , but list remain on top of workbench.

it's feature of combobox when working on "Auto Drop-down" mode.

Anyway，Home tab would be not movable, I think.  

If some shining line that help user to find the destination postion would be perfect .

now only remain firefox issue.
